IMO structure and framework: Member states

The IMO currently has 176 member states. Most UN member states are members of the IMO, and all major maritime nations are represented. All states represent one vote within the Assembly of the IMO

The members of the IMO form the foundation for all decisions made within the organisation. They do this as part of the Assembly, by selecting or being part of the Council, and through their work and votes in the committees.

Selection of The Council

Countries within the IMO are categorised based on their geographical location, economic development, and maritime position. The 40 countries selected by the Assembly for the Council are divided into three categories to ensure a balance of interests.

Organisations’ influence

The member countries of the Assembly and Council are not the only entities considered influential in the IMO. Three overall categories of entities are allowed to engage in the legislative process and participate in the work within the committees:

 

  • Member States
  • Intergovernmental organizations (IGOs) in observer status
  • Non-governmental organizations (NGOs) holding consultative status.
