Urgent: Secure Your Biofuels Before 1 November

Our experts in FuelEU Maritime recommend lifting biofuels before 1 November 2025 to avoid documentation delays and potential premiums. The window to secure cost-effective volumes is closing fast.

Why Act now?

With the FuelEU Maritime compliance year-end deadline approaching and RED III implementation around the corner, the biofuel market in the Netherlands is under intense upward pressure. Both List A and List B feedstocks are at risk of price increases:

  • List A: Prices rising as suppliers shift toward RED III-targeted feedstocks.
  • List B: Marine buyers competing for limited volumes — capitlise on current the disocunt.
  • HBE discounts are at a one-year high but may soften.

Additional factors increasing urgency:

  • Compliance paperwork can take up to three months due to quarterly mass balancing.
  • Secure appropriately certified fuel that is accepted under FuelEU Maritime.

FAQ

  • 1. Who can I talk to about a cost-optimised FuelEU Maritime Compliance plan?

Reach out to our dedicated team of new fuels experts at newfuelsdb@dan-bunkering.com

  • 2. What is Red III?

RED III (Renewable Energy Directive III) is an EU framework pushing mulitple sectors toward renewable fuels. The Dutch implementation should increase demand for List A feedstocks (e.g., tall oil, palm oil mill effluent and lignocellulosic material) that qualify as advanced feedstocks. This shift can reduce availability of cheaper List B feedstocks, leading to higher costs across the board.

  • 3. What is the difference between List A and List B feedstocks?

Both could rise in price, but for different reasons — List A from RED III implementation, List B from marine demand competing for limited supply.
    •    List A = Advanced feedstocks prioritized by RED III (e.g.,  tall oil, palm oil mill effluent and lignocellulosic material)
    •    List B = Lower priced feedstocks still accepted under FuelEU Maritime but facing lower incentives for suppliers

  • 4. What does PoS vs PoC mean for me?

    •    PoS (Proof of Sustainability): Sustainability documentation received when excluding the HBE discount.
    •    PoC (Proof of Compliance): Sustainability documentation received when including the HBE discount

  • 5. Why does paperwork timing matter?

Compliance paperwork is required by regultors and verfirers to prove fuel sustainability. In the Netherlands time of receipt relies on quarterly mass balancing reconciliations. This means delays of up to three months are possible. Lifting before 1 November reduces the risk of missing the 31 January 2026 deadline for compliance documentation submission.

  • 6. What are HBE tickets, and how do they affect price?

HBEs (Hernieuwbare Brandstof Eenheden) are renewable fuel credits in the Netherlands. Their market price influences how big a discount can be passed on to marine biofuels buyers. Today, HBE prices are at a year-long high, but could soften later — meaning current discounts may not last.

  • 7. Why act now?

    •    Buying now avoids the risk of price spikes later.
    •    Mitigate documentation bottlenecks.
    •    Ensure your vessels are compliance-ready before the deadline.

  • 8. I already manage compliance closely. Why should I accelerate?

Even experienced operators benefit from acting early:
    •    Secure larger, more flexible volumes ahead of tightening supply.
    •    Hedge future price volatility.
    •    Avoid potential premium pricing for short-notice sustainability documentation later in the year.
